Ramaphosa declares the current energy crisis a national emergency and will appoint a "minister of load shedding."

The statement, which has already been published in the gazette, aims to expedite government efforts to address the electrical shortfall that has slowed economic expansion.

Ramaphosa stated in Cape Town City Hall, "We are thus announcing a national state of calamity to address the electricity issue and its repercussions."

The EFF, which was kicked out of the room for attempting to prevent Ramaphosa from speaking, caused the president's speech to be delayed once more.

The declaration of a catastrophe will allow for the implementation of necessary practical steps, such as the deployment of generators, solar panels, and an uninterrupted power supply, to assist enterprises involved in the food production, storage, and retail supply chain.

It will allow us to exclude vital infrastructure from load shedding where it is theoretically viable, such as hospitals and water treatment facilities.

And it will allow us to retain strict environmental protections, procurement norms, and technical standards while accelerating energy projects and reducing regulatory processes.

Concern over the possibility that the disaster could result in the same kind of corruption as the Covid-19 outbreak has been highlighted by opposition parties and civil society organizations.

The president promised that "the Auditor-General will be brought in to provide constant supervision of expenditure, to guard against any abuses of the funds needed to address this calamity."

He declared that the ministry will work with Eskom to abolish load shedding full-time.

"To avoid any misunderstanding, the Minister of Public Enterprises will continue to serve as Eskom's shareholder representative and direct the reorganization of the firm, as well as the creation of the transmission company, the Just Energy Transition Program, and the SOE Holding Company.

"The process of restructuring government will allow us the chance to choose where different areas of responsibility should be located and how the various ministries and agencies should be organized to best serve our national goals.

"We are currently concentrating on the energy problem and will address the restructuring of government when the time is appropriate."

Additionally, Ramaphosa declared that he would name an electrical minister to the Presidency.
